As the Indian economy is booming and is being predicted to be going stronger in future, it has become absolutely essential for our government to be effective, transparent and accountable in order to increase India’s overall competitiveness internationally. Good governance is imperative for a developing country to be progressive and e-Government supports good governance. Though India is trying to catch-up with the developed nations, there are issues like implementing the right technology, lack of infrastructure, which are hampering its growth. E-Government could play a very important role to battle all these problems and thus lead to enhanced country’s global competitiveness.
Within few months of this enhanced Program targeting at "Reaching the Unreached” The E- Governance partnership have already brought Birla Power Solutions Ltd as one of the leading Global Corporatism from India. The partnership has brought e-government fosters new and deeper Public sector involvement within the governing process. |

| Srei Sahaj has been assigned to create the largest IT rural Infrastructure project in India. Srei Sahaj e-village Ltd a subsidiary of Srei Infrastructure finance ltd has embarked on the largest rural IT project in the country with an estimate investment of 1000 crores. The project entails setting of 25000 common services centers ( CSC’s ) in rural India across six Indian states namely West Bengal, Bihar, Orissa, Assam, UP & Tamil Nadu. These centers would link rural areas with rest of the world & provide all necessary needed by them. Herein the role of Birla Power comes in to the E- Governance project. All necessary Power back up’s required for such a large project Enterprises is been taken care by Birla Power Solutions Ltd. Already at this junction Birla Power has processed orders for more than 10000 units for the Srei-Sahaj e-village. |

The Department of Information Technology (DIT), Government of Jharkhand (GoJ) designated Jharkhand Agency for Promotion of IT (JAP-IT) as the nodal agency for the implementation of the Common Service Center “ Pragya Kendra” (CSC) Scheme in the State of Jharkhand. JAP-IT would facilitate the implementation as well as provide policy, G2C services, and revenue support to the SCAs. IL&FS is the National level Consultant and NLSA (National Level Service Agency) for the CSC Scheme. The CSC scheme seeks to transform rural India through the use of Information and communication technologies and delivery of a host of government and private services to the people living in rural areas at their doorstep. The services envisaged include e-government services, education, health and tele-medicine, financial, entertainment and others. M/s Orion e-services (p ) Ltd, who has been assigned the project for Jharkhand region have already placed orders for 3000 units to Birla Power Solutions Ltd for setting up these CMC ( Pragya Kendra’s )
The positive results with the above two E governance ventures of partnership on technology have further motivated Birla Power to interact & proceed with various other E Governance entrepreneurs all across the world. |

| BIRLA POWER TAKES UP THE CHALLENGE |

"E-governance, however, is not really the use of IT in governance but as a tool to ensure good governance. E-governance does not mean proliferation of computers and accessories; it is basically a political decision which calls for discipline, attitudinal change in officers and employees, and massive government process re-engineering,"Ravi Kant (Special Secretary, IT, Govt. of West Bengal) explains.
All implementers and drivers of e-governance initiatives agree that the biggest challenge of deploying e-governance is not technology but change management. Change management is important not only in terms of cultural change but also in terms of changing operations and processes workflow that the automated environment will introduce.
"It's important to educate people at all levels about the benefits of technology. The various benefits and advantages of e-enabling the system should be communicated clearly right at the beginning to ensure popular support which will lead to greater chances of success," explains Dr G D Gautama, Secretary, IT, Government of West Bengal.
The key challenges ahead of Birla Power with electronic governance are not organizational issues but issues on technology & marketing. |

| At Birla we understand that obstacles like geographical distances, lack of trained human resources, and lack of ICT penetration in remote areas will yield better results with e- governance partners. For instance, a good e-governance application will not benefit anybody in remote areas if there is no supporting infrastructure such as electricity, computers and connectivity and regular power backs to support these systems.
We are trying to capitalize on the existing successful examples of e-governance partnerships in the country and customize them for our use." |
